摘　　要：特色小镇概念自2014年首次提出以来,国家先后对特色小镇建设提出规划和意见,着重强调金融服务在特色小镇建设中的把控和推动作用,特色小镇的建设已成为发展城乡经济的内核力。利用绿色金融政策、绿色金融服务平台,构建绿色金融服务体系,进一步规划特色小镇的再建设,为打造第二批绿色低碳绿色小镇做好续航。深入研究特色小镇发展过程中绿色金融的助推力量,剖析特色小镇在建设过程中存在的问题和金融影响机制,并从产业发展、融资创新模式、金融风险防控及金融服务体系等方面提出金融创新改造对策,有利于统筹城乡经济发展,进一步实现乡村振兴。Since the concept of characteristic towns was proposed in 2014,plans and opinions on the construction of characteristic towns have been put forward,focusing on the control and promotion of financial services in the construction of characteristic towns.The construction of characteristic towns has become the core force for the development of urban and rural economy.In this paper,it is held that building green financial service system by green financial policy and green financial service platform,further planning the reconstruction of characteristic towns to continue the construction of the second batch of low-carbon green towns.This paper studies the driving force of green finance in the development of characteristic towns,analyzes the problems existing in the construction process of characteristic towns and the financial influence mechanics,and puts forward the countermeasures of financial innovation and reform from the aspects of industrial development,financing innovation mode,financial risk prevention and control,and financial service system,which is beneficial to the overall planning of urban and rural economic development and further realize rural revitalization.
