利益相关者视阈下体医融合的实施路径研究

摘　　要：为提高国民身体活动水平,并改善非传染性疾病及精神疾病患者的健康状况,2016年爱尔兰健康服务管理局修订并颁布了《国家运动转诊框架》(以下简称《框架》)。通过对《框架》中运动转诊计划的关键利益相关者、参与者分层路径、混合商业模式等内容的分析与研究表明:《框架》以运动转诊单位为核心,联合利益相关者共同推广在医疗卫生服务模式中促进身体活动的实施路径,并引入混合商业模式以保障运动转诊计划的实施。该文件对我国构建体医融合实施路径的启示如下:为提升组织力,明确具体着力点和凝聚关键利益者;为强化辐射力,推广最佳实施路径和优化循证决策;为增强续航力,推动“惠民”与“商业”一体化和开发滚动式资金模式。In order to improve the level of physical activity of patients with non-communicable diseases and mental illnesses and their health,the Irish Health Service Executive revised and promulgated the National Exercise Referral Framework in 2016.The analysis and research on the key stakeholders,the hierarchical path of participants,and the mixed business model of the sports referra-l schemes in the“Framework”show that the“Framework”takes the exercise referral unit as the core,joins with stakeholders to jointly promote the implementation path of promoting physical activity in the healthcare model,and introduces a hybrid business model to ensure the implementation of the exercise referral schemes.The enlightenment of this document on the implementation path of physical activity and healthcare integration in China is as follows.In order to improve organizational strength,clarify specific focus points and gather key stakeholders.In order to strengthen radiation,promote the best implementation path and optimize evidence-based decision-making.In order to enhance endurance,promote“benefit”and“business”for people Integrate and develop a rolling funding model.
