摘  要:为满足我国特色农业对气象保障服务的需求,农业农村部、中国气象局2017年批复组建全国第一批10个特色农业气象服务中心。2018~2020年,枸杞气象服务中心制定了三年建设方案、管理办法、周年服务方案和业务服务流程,依托多年的科研积累,开发了十余个服务产品,建立了全国枸杞气象业务服务平台,发布了全国枸杞服务材料,取得了较好的服务效果。由于开展全国枸杞气象服务的时间短,经验少,在运行中逐渐暴露出缺乏统一规划和顶层设计、服务模式不清晰、省区间和部门间的合作联动机制不明确、科技创新和业务拓展能力不足、枸杞气象研发和服务专业能力和人才不足等诸多问题。为此,本文在总结前期在枸杞气象研发、业务产品拓展、业务服务平台开发、机制体制建设、业务流程、人才培养等方面的运行经验基础上,参考全国其他特色农业气象服务中心在省局重视、管理运行经验、技术和人才投入、产品研发和服务、地方支撑等方面的做法,提出了搭建覆盖全产区的枸杞气象资料共享和沟通协调机制、制定不同区域的服务产品制作流程和分发规范、加强依托单位技术支持和信息共享能力、加强枸杞服务中心科研能力、建立交流和考核奖励机制,并探讨了枸杞气象服务中心运行模式,以期为今后全国枸杞气象服务中心的发展方向和发展模式提供借鉴,也为全国其他特殊农业气象服务中心的发展提供参考。In order to meet the demand of China's characteristic agriculture for meteorological support services,the Ministry of agriculture and rural areas and China Meteorological Administration approved the establishment of the first batch of 10 characteristic agricultural meteorological service centers in 2017.From 2018 to 2020,the national Lycium barbarum meteorological service center has formulated three-year construction plan,management measures,annual service plan and business service process.Relying on years of scientific research achievements in the aspect of wolfberry meteorology accumulated by Ningxia Institute of Meteorological Sciences,the national wolfberry meteorological service software platform has been established,more than ten service products covering the national wolfberry producing areas have been developed and released,which has achieved good service results.Due to the short time and little experience,many problems are gradually exposed,such as the lack of unified planning and top-level design,resulting in unclear service mode,unclear cooperation and linkage mechanism between provinces and departments,lack of scientific and technological innovation and business expansion capacity,and lack of professional personnel in wolfberry meteorological service.Therefore,on summing up the previous operational experience in Lycium barbarum meteorological research,product and platform development,mechanism and system construction,business process and personnel training,and referring to the practices of other 9 National Agrometeorological Service Center in the aspects of provincial attention,management operation experience,technology and talent investment,product and service,local support,this paper puts forward some suggestions in order to provide reference for the future development of Chinese wolfberry industry in China.We proposed to build a mechanism of meteorological data sharing,communication and coordination covering the whole production area,formulate the production process and distribution in different re
