摘　　要：农村集体产权制度改革是农村集体经济发展壮大的基础前提,是中国特色社会主义进入新时代后我国农村产权制度领域的一项重大变革。文章以6个典型试点地区为案例,发现各地区在组织领导、规范流程、宣传培训、经费保障等方面有序推进,改革取得显著成效;然而,从全国范围来看,各地在股权设置与管理、集体收益分配和股权拓展、集体经济有效实现形式的创新等方面仍存在共性且亟待解决的问题。进一步深化改革需要从4个方面加以重视:区分改革重点,差异化改革方式;农民主动参与,透明化管理方式;有效处理改革过程中的重要关系;选准路子、自我“造血”以拓宽集体经济发展路径。The reform of rural collective property right system is the basic premise for the development and expansion of rural collective economy.This is a major change in the field of rural property right system in China after socialism with Chinese characteristics has entered a new era.This paper takes 6 typical pilot areas as the cases,and finds that each region advances in an orderly way in the organizational leadership,standardized process,publicity and training,fund guarantee and other aspects,which means that the reform has achieved remarkable results;However,from a national point of view,there are still common problems that need to be solved in equity setting and management,the distribution of collective income and equity expansion,and the innovation of the effective realization form of collective economy.Therefore,further deepening the reform of rural collective property right system should focus on the following 4 aspects:distinguish the reform key points and differentiate reform modes;encourage farmers’active participation and transparentize management mode;handle the important relationship in the reform process effectively;broaden the collective economic development path through choosing the right path and self-hematopoiesis.
