摘　　要：住房问题是各国普遍关注的重要民生问题。我国保障性住房制度是随着我国城镇住房制度改革向纵深推进逐步建立起来的,经历了高度行政化统一管理阶段、市场化改革下城镇保障性住房制度的初探阶段、制度的建立与发展阶段和制度体系的全面深化阶段。目前我国保障性住房制度已基本形成,在社会保障与民生领域发挥了重要的社会兜底作用,但依然面临一些挑战。通过借鉴国外保障性住房制度建设的成功经验,结合我国实际,加快推进我国住房保障和供应体系建设,应从人民的根本利益出发,提供多层次的保障性住房,配套完善的体制机制,完善保障性住房制度建设。Housing is an important livelihood issue of common concern to all countries.China’s indemnificatory housing system is gradually established with the in-depth promotion of China’s urban housing system reform.It has experienced the stage of highly administrative unified management, the preliminary stage of urban indemnificatory housing system under market-oriented reform, the stage of establishment and development of the system and the further deepening stage of the system.At present, China’s affordable housing system has basically taken shape and has played an important role in the field of social security and people’s livelihood, but it still faces some challenges.By learning from the successful experience of foreign indemnificatory housing system construction and combined with China’s reality, we should speed up the construction of China’s housing security and supply system, provide multi-level indemnificatory housing from the fundamental interests of the people, complete supporting systems and mechanisms, and improve the construction of indemnificatory housing system.
