新冠疫情对农业参与全球价值链的效应实证分析

摘　　要：在全球价值链分工背景下,新冠肺炎疫情的爆发给农业部门带来了强烈的冲击。文章旨在探讨新冠疫情对不同类型国家的农业参与全球价值链的影响,从农业生产滞后、消费需求的不确定性以及农产品国际贸易阻力三个维度出发,厘清新冠疫情对农业全球价值链长度的影响机制,探讨其对不同类型经济体农业全球价值链分工的差异化效应。文章构建随机前沿模型,基于WIOD数据库,分析发达经济体和发展中经济体的农业全球价值链长度的影响因素及新冠疫情的效应。研究发现:对于发达经济体与发展中经济体,新冠疫情均对农业部门全球价值链长度存在非效率影响,但两者的传导途径不同,对发达经济体主要是通过生产和消费机制来传导,而对发展中经济体则主要借助于生产机制来传导。Along with the deepening of the GVC labor division,with the outbreak of COVID-19 pandemic,the agricultural sectors were adversely affected,which brings different influences to various economies.The purpose of this paper is to explore the impact of the new crown outbreak on agricultural participation in global value chains in different types of countries.Starting from three dimensions involving lagged production,uncertainty of consumption demand as well as resistance in international trade,the paper has clarified the influencing mechanism of COVID-19 to GVC length in agricultural sector,then constructed Stochastic Frontier Analysis model,on basis of the data from two groups divided from the 42 economies from the WIOD database,i.e.,the developed economies and developing economies,to estimate the effect of COVID-19 to the GVC length in agricultural sector.The results show that:no matter for developed economies or development economies,COVID-19 pandemic has caused non-efficiency.While the channels of transmission were different.As for the developed economies,they are realized mainly through the mechanism of production and consumption.In the meantime,the developing economies are dominantly actualized by the mechanism of production.These findings will lay a foundation for the formulation of development economies'policies to extend their participation length in GVC after the COVID-19 pandemic.
