摘　　要：文章论述了环境协同治理的必要性,梳理了当前我国环境协同治理的内在逻辑,厘清了环境协同治理的实施机理;通过计算原始数据的灰色关联系数,定量筛选指标,构建了环境协同治理评价指标体系;并将我国30个省份划分成八大区域作为实证研究的对象,运用复杂系统协同程度模型对各子系统环境协同治理的协同度进行了度量。结果显示:我国环境协同治理的协同度总体呈现快速上升趋势;京津冀所在的北部沿海、长三角所在的东部沿海经济区的协同度最高且增长速度最快;东北、西南经济区协同度波动的幅度相对较大;南部沿海经济区的协同度较差。中央政府应做好顶层制度设计,鼓励地方政府建立合作伙伴关系,建立区域协同治理的资源共享机制,构建区域污染防治政策体系,创造区域性绿色发展的新格局。This paper discusses the necessity of environmental collaborative governance, sorts out the internal logic of current environmental collaborative governance in China, and clarifies the implementation mechanism of collaborative environmental governance. Then, by calculating the gray correlation coefficients of the original data and quantitatively screening indicators,the paper constructs the environmental collaborative governance evaluation index system. Finally, the paper divides thirty provinces in China into eight major regions as the object of empirical research to measure the coordination degree of environmental governance of each subsystem by using the coordination degree model of complex system. The results go as below: The degree of collaborative environmental governance in China shows a rapid upward trend. The northern coastal areas where the Beijing-Tianjin-Hebei region is located and the eastern coastal economic zone where the Yangtze River Delta is located have the highest coordination degree of economic development and fastest growth rate. The fluctuation of coordination degree in northeast and southwest economic zones is relatively large. The coordination degree of the southern coastal economic zone is poor. The central government should do a good job in designing top-level institutions, encourage local governments to establish cooperative partnerships,establish a resource-sharing mechanism for regional collaborative governance, establish a policy system for regional pollution prevention and control, and create a new pattern of regional green development.
