黑龙江省农村畜牧兽医公共服务评价体系的构建

摘　　要：为推进黑龙江省农村畜牧兽医公共服务体系向好发展,本研究基于绩效感知服务质量模型,设置黑龙江省农村畜牧兽医公共服务评价指标层次结构,采用德尔菲法和层次分析法确定指标权重表,然后建立模糊综合评价模型,最终构建了黑龙江省农村畜牧兽医公共服务评价体系,并以黑龙江省绥化市明水县永久乡永久村为例,对该评价体系进行应用。结果表明:本研究建立的农村畜牧兽医公共服务评价体系共设置7个一级指标和20个二级指标,形成上中下三个层次[目标层(Z)、准则层(A)和方案层(B)]。在7个准则层指标中,有形性指标的权重值最大,为0.23,表明有现代化的畜牧兽医治疗设备、畜牧兽医站设立地点合理方便及工作人员仪表整齐、干净卫生在整个农村畜牧兽医公共服务评价体系中占据重要地位;响应性指标权重值最小,为0.03,表明对村民而言,及时解决问题比响应问题更重要;在20个方案层指标中,有现代化畜牧兽医治疗设备、畜牧兽医站设立地点合理方便、能在村民需要时间内提供服务、畜牧兽医站的工作人员值得信赖和提供信息透明对农村畜牧兽医公共服务评价的影响较大。该评价体系能够综合评价黑龙江省农村畜牧兽医公共服务体系中牲畜养殖防疫、加工流通等环节的服务水平,具有较好可行性与科学性,计算结果可为农村畜牧业稳序发展提供参考。最后为黑龙江农村畜牧兽医公共服务提出了强化公共服务经费分配机制、加强畜牧兽医专业化队伍建设、增加农村畜牧兽医公共服务要素供给的对策建议。To promote the rural public service system of animal husbandry and veterinary for positive development in Heilongjiang Province, in this study, the SERVPERF model was used to set up the evaluation index hierarchy of rural animal husbandry and veterinary public service. Delphi method and analytic hierarchy process were used to determine index weight list, and the fuzzy comprehensive evaluation method was used to establish fuzzy synthetic evaluation model, and finally the evaluation system of rural animal husbandry and veterinary public service was constructed. Yongjiu Village, Mingshui County, Suihua City in Heilongjiang Province was taken as an example, in which the evaluation system was applied. The results showed that the evaluation system of rural animal husbandry and veterinary public service established in this study had 7 first-level indicators and 20 second-level indicators, forming three levels(target level [Z], criterion level [A] and scheme level [B]). Among the 7 criteria level indexes, the weight value of tangible index was the largest(0.23), indicating that modern animal husbandry and veterinary treatment equipment, reasonable and convenient location of animal husbandry and veterinary station and neat and clean staff played an important role in the evaluation system of rural animal husbandry and veterinary public service. The weight value of responsiveness index was the least(0.03), indicating that timely solving problems was more important than responding to problems for villagers. Among the 20 program level indicators, modern animal husbandry and veterinary treatment equipment, reasonable and convenient location of animal husbandry and veterinary station were able to provide services within the time needed by villagers;reliable staff of animal husbandry and veterinary station and transparent information provided great influence on the evaluation of rural animal husbandry and veterinary public service.
