洛阳在郑洛西高质量发展合作带建设中的优劣势与发展策略

摘　　要：基于大量的实地调研资料与统计数据,分析洛阳市在郑(州)洛(阳)西(安)高质量发展合作带建设中的发展优势与短板,提出具有针对性的发展策略。结果表明:洛阳市具有生态屏障、大国重器铸造、中西部创新高地、中原城市群副中心城市、洛阳都市圈核心城市、文化旅游胜地等发展优势,也存在发展步伐偏缓、开放型经济发展水平较低、重工业重资产重负荷压力大、产业结构调整任务艰巨、高质量发展缺乏新的比较优势等短板。要全面强化高质量发展的战略意识,协同推进郑洛西高质量发展合作带规划,牢牢扛稳铸造大国重器的责任,以开放发展为市域经济加快发展赋能,促进创新创业创造,加快产业结构调整优化步伐,促进洛阳市高质量发展。Through on-site empirical research and comprehensive analysis,this paper analyzes the development advantages and disadvantages of Luoyang in the construction of Zhengzhou-Luoyang-Xi’an high-quality development cooperation belt,and puts forward targeted development strategies.The results show that Luoyang has the development advantages of ecological barrier,great power,innovation highland in central and western China,sub-central city of central plains city group,core city of Luoyang metropolitan circle,cultural tourism resort and so on.There are also weak links,such as the slow pace of development,the low level of development of the open economy,heavy industry with heavy assets and heavy burdens under pressure,the arduous task of industrial restructuring,and the lack of new comparative advantages in high-quality development.Further promotes the development of Luoyang high-quality,to enhance the consciousness of the development strategy for the high quality comprehensively,coordinated advance Zhengzhou-Luoyang-Xi’an development cooperation with high-quality planning,firmly carry the responsibility of the casting heavy ware,with an open development for the given to speed up the development of regional economy,promote innovation entrepreneurship to create,to speed up the pace of adjustment of industrial structure optimization.
