菲律宾对沙巴争端的“降级”处理及其逻辑探析

摘　　要：以领导人表态、法律文件和议题地位为衡量标准,可以发现,1962年至今菲律宾对沙巴地区主权争端的态度呈现出从强硬到缓和再到象征性声索的降级过程。菲律宾政府基于议题、国内、双边和国际四层次要素的考量确定了其主权声索的行为逻辑,形成了在反复中逐步降级但又无法完全消失的“沙巴问题”。这一过程表明,菲律宾对主权争端的政策既有其复杂性,也存在进行可控管理的可能性。充分认识各层次要素及基于此菲律宾政府的政策形成过程,有利于对未来菲律宾整体外交政策进行更加准确的研判,有助于中国妥善处理涉菲有关争端,在维护主权同时推动双边关系平稳发展。Taking the presidential speeches,the legal ocuments,and the status of issues as the criterion,Philippine attitude towards Sabah sovereignty disputes shows a downgrade process from tough to moderate and then to symbolic claims since 1962.The Philippine government’s consideration on the issues,state,bilateral and international factors shaped the behavioral logic of its claim,forming the“Sabah problem”which gradually degraded in repetition but still exists.This process shows that Philippine foreign policy on sovereignty disputes is not only complex even disordered,but also could to be managed.An in-depth understanding of the elements in different levels and the policy formation process based on this will help to make more accurate studies and judgments on Philippine foreign policy,help China to handle relevant disputes with the Philippines properly,and help to promote the bilateral relations while safeguarding the sovereignty.
