摘　　要：蓄滞洪区担负着防洪与区内居民生存发展的双重功能,随着经济社会的发展和建设管理的滞后,分蓄洪水与经济社会发展矛盾不断加大。在总结梳理蓄滞洪区运用和管理中存在问题的基础上,分析了解决问题的客观条件,提出了新时期蓄滞洪区建设管理对策措施,以促进蓄滞洪区防洪功能的有效发挥和经济社会的可持续发展。Flood storage and detention areas undertake the dual functions of flood control and the survival and development of residents in the area. With the development of economy and society and the lag of construction and management, the contradiction between flood storage and socioeconomic development is increasing. On the basis of summarizing and combing the issues existing in the construction and management of flood storage and detention areas, the main external conditions to resolve the issues are analyzed, and the measures for the construction and management of flood storage and detention areas in the new era are put forward, so as to promote the effective exertion of flood control function and the sustainable development of economy and society in flood storage and detention areas.
