摘　　要：[目的 /意义]构建高价值专利培育全链条模型,从信息服务视角提供服务策略。[方法 /过程]以高价值专利培育产生的背景为起点,回顾高价值专利的概念与内涵,归纳高价值专利培育的方法和路径,构建覆盖培育端口、培育主体、培育流程等多个要素的高价值专利培育全链条模型。[结果 /结论 ]高价值专利创造阶段应面向科学发展前端、技术改进和技术机会识别等开展信息服务;高质量专利申请与高标准审查环节应开展提升专利申请效率与综合质量、确认与落实专利最终法律价值的信息服务;高效率专利保护与管理环节应开展专利保护规划、专利分级分类、专利组合策略等信息服务;高价值专利运营环节应开展专利有效性检索、专利价值评估、专利评议分析和风险防控等信息服务。[Purpose/significance] To construct the whole chain model of high-value patent cultivation, and to provide service strategy from the perspective of information service. [Method/process] Starting from the background of high-value patent cultivation, the concepts of the high-value patent were reviewed, the methods and paths of high-value patent cultivation were summarized, and a full-chain model of high-value patent cultivation covering elements such as cultivation ports, cultivation stakeholders, and cultivation process was generalized. [Result/conclusion] In the process of the patent creation, information services should be provided for the front end of scientific development, technological improvement, and technological opportunity identification. In the process of the patent application and examination, information services should be carried out to improve the efficiency and quality of patent application, confirm and implement the final legal value of the patent. In the process of patent protection and management, information services such as patent protection planning, patent classification, and patent portfolio strategy should be carried out. In the operation of patents, information services such as patent validity retrieval, patent value evaluation, patent deliberateness, and risk control should be provided.
