摘　　要：创新是引领发展的第一动力,知识产权作为国家发展战略性资源和国际竞争力核心要素的作用更加凸显。本文立足于出口国知识产权保护的角度,运用知识产权立法水平与执法水平相结合的测量方法,分析并考察了知识产权保护水平、技术创新与高技术产品对西亚十七国出口扩展边际三者之间的联动关系。研究发现,加强知识产权保护将促进我国高技术产品对西亚各国出口扩展边际的提升,且该发现通过了一系列稳健性检验。运用中介变量生产率水平检验后又发现,知识产权保护水平在短期内通过抑制企业技术创新进而降低了生产率水平,但从长期来看,知识产权保护程度的提高会驱动企业自主创新,提升劳动生产率,最终促进高技术产品出口扩展边际的增长。Innovation is the primary driving force for development. Intellectual property has become more prominent as a strategic resource for national development and a core element of international competitiveness. Based on the perspective of intellectual property protection in exporting countries, this paper analyzes and examines the linkage between the level of intellectual property protection, technological innovation and the marginal expansion of exports of high-technology products to 17 West Asian countries,using a combination of intellectual property legislation level and enforcement level measures. The study found that strengthening the protection of intellectual property will promote the increase of the export expansion margin of our country’s high-tech products to countries in West Asia, and this finding has passed a series of robustness tests. After using the intermediate variable productivity level test, it is found that the level of intellectual property protection reduces the productivity level by inhibiting enterprise technological innovation in the short term, but in the long run, the increase in the degree of intellectual property protection will drive enterprises’ independent innovation and increase labor productivity, and eventually promote the marginal growth of export expansion of high-tech products.
