摘　　要：世界百年未有之大变局之际,中国外交高质量发展需要不断加强中国特色大国外交能力建设。外交能力的概念性内涵、方法论及其研究路径等是中国外交学界有待深入探究的关键性课题。从认识论与实践论相统一的视角来看,国家外交能力是认知能力、决策能力、治理能力、财政能力、话语能力五个维度的有机统一。外交能力既需要竞争性外交理论的不同理解,也涉及本体论意义上的方法论问题,更需要以唯物史观与中国哲学推进外交能力研究。为此,研究者需要建构外交能力与历史之间的关系,推进中国外交哲学创新性发展,构建中国外交理论体系。During the big change in one hundred years,the new march of a benign and smart great power and the high-quality development of Chinese diplomacy need to continuously strengthen the capacity of great power diplomacy with Chinese characteristics.The conceptual connotation,methodology,and research path regarding diplomatic capacity is the key issue to be explored by the academia of China's diplomacy,so as to to promote the conceptualization,therorization,and practiacer of diplomatic capacity.From a united perspective of epistemology and practice,the national diplomatic capacity is the organic unity of five dimensions:cognitive capacity,decision-making capacity,governance capacity,fiscal capacity,and discourse capacity.Diplomatic capacity not only needs different understandings of competitive diplomacy theories,but also involves methodological issues of ontological sense,calling for historical materialism and Chinese philosophy to promote research on diplomatic capacity.Researchers need to establish the relationship between diplomatic capacity and history,promote the innovative development of Chinese diplomatic philosophy,and construct the theoretical system of Chinese diplomacy.
