摘 要:新时代环境治理体制推进职能整合、机构隶属关系和干部人事管理权限调整等多维改革,以破解生态环境领域的深层次矛盾和问题。在属地层次、次国家层次和国家层次探索了环境大部门制、省以下“垂改”试点、区域和流域环保机构设置以及中央生态环保督察制度。环境大部门制和综合执法改革等横向职能整合具有高度的共识;“垂改”试点和生态环保督察等纵向权力结构调整则存在内在机理和有效性争论。这些探索预示着新时代环境治理体制改革既需要秉持制度有效性超越制度理想性的标准,又需要通过更多的效果诊断性评估和深度案例追踪作为循证基础以审视和探索环境治理体制改革的优化路径。In the new era, the environmental governance system promotes multi-dimensional reforms such as functional integration, institutional subordination, cadre and personnel management so as to solve the deep-seated contradictions and problems.The top-down reform hasexplored gaint department, the pilot of monitoring, supervision and law enforcement vertical management below the provincial level, the establishment of regional and river basin environmental protection institutions, and the central environmental protection supervision system. There is a high degree of consensus on the horizontal functional integration of environmental gaint department system and comprehensive law enforcement reform. There are different debates on the internal mechanism and effectiveness of vertical power structure adjustment such as vertical management pilot and central environmental protection supervision. These debates indicate that the environmental governance system reform in the new era not only needs to uphold the standard of the effectiveness surpassing the ideal, but also needs to take more diagnostic evaluation and in-depth case study as the evidence-based basis to examine and explore the optimal path of environmental governance system reform.
