摘  要:用中长期规划指导经济社会发展,是我们党治国理政的一种重要方式。“十四五”时期是福建省妇幼保健院多院区联动、多平台建设、多中心发展的重要五年。“十四五”期间,医院需要更好地谋划其事业发展,更好地明确功能定位,实现医院的高质量发展。为高质量编制医院“十四五”规划,该院认真剖析“十三五”规划编制中存在的问题,基于“一动力三循环”理论,分析医院五年规划编制工作的动力源、决策环、目标环、创新环、反馈环等,提出“3C”工作法,即connect、construct、continue,逐一解决医院五年规划编制中存在的研讨分析不充分、文本结构不完善、考核评估不到位等问题,进一步提升“十四五”规划的编制水平,增强规划的现实指导意义。Using medium and long-term planning to guide economic and social development is an important way for our party to govern the country.In the 14th Five-year Plan period,Fujian Maternal and Child Health Hospital is ready for multi-district linkage,multiplatform construction and multi-center development.During the 14th Five-year Plan period,hospitals need to better plan their career development,better define functional orientation,and achieve highquality development of hospitals.In order to develop the 14th Fiveyear Plan,the hospital carefully analyze 13th Five-year Plan planning,based on“one power three cycles”management method,the working group analyzed the power source,decision-making loop,goal loop,innovation loop,feedback loop and so on of hospital five-year planning,put forward the“3C”method,hope to enhance the producing level of the 14th Five-year Plan,and to strengthen the influence of the Plan.
