摘 要:文章以常熟市为例,实证分析制约县域城市青年科技人才引育的瓶颈及原因,进而寻求解决痛点问题的路径。研究结果表明,青年科技人才存在对地方人才支持政策了解程度一般、获取渠道有限的现象,急需解决的问题集中在薪资待遇、住房及研究成果转化上。最后,从整合简化青年科技人才引育政策体系、有效运用各级科技人才政策、提高政策受惠覆盖面和培育针对性以及进一步优化创新环境等方面,提出了解决县域引才留才的新路径。Taking Changshu as an example, this paper empirically analyzes the bottlenecks and reasons restricting the introduction and education of young scientific and technological talents in county cities, and then seeks the path to solve the pain point problem. The results show that young scientific and technological talents have a general understanding of local talent support policies and limited access. The urgent problems to be solved focus on salary,housing and the transformation of research results. Finally, from the aspects of integrating and simplifying the policy system of introducing and educating young scientific and technological talents, effectively using the policies of scientific and technological talents at all levels, improving the benefit coverage and cultivation pertinence of the policies, and further optimizing the innovation environment, this paper puts forward a new path to solve the problem of attracting and retaining talents in the county.
