摘 要:立足城市河涌洪潮河道的发展现状,以细陂河、埔安河和凤凰水为例,从“上蓄、中疏、下排”三个方面分析了防洪排涝综合治理的措施。分析表明,城市河涌洪潮河道防洪排涝综合整治难度比较大,且影响整治效果的因素比较多,任何一项因素控制不当,都会影响整治效果。采取“上蓄、中疏、下排”相互结合的防洪排涝措施,可从根本上治理洪涝灾害造成的影响,逐步恢复城市河涌洪潮河道的生态环境和美观。Based on the development of urban river flood tide channels and the cases of Xibei River,Pu\an River and Fenghuang River,the measures for comprehensive regulation of flood control and drainage are analyzed from the three aspects of“upper storage,middle drainage and lower discharge”.The analysis shows that the comprehensive regulation of flood control and drainage of urban river flood tide channels is relatively difficult,and there are many factors affecting the regulation effect.Improper control of any factor will affect the regulation effect.The flood control and drainage measures of “upper storage,middle drainage and lower drainage”can fundamentally control the impact caused by flood disasters and gradually restore the ecological environment and aesthetic effect of urban flood tidal channels.
