数字经济视野下数字政府发展与实践图景

摘　　要：近期,多个数字经济相关重磅文件齐发,这直接将数字经济提升到了极高的战略位置,要求不断做强做优做大数字经济。近些年,随着信息化、网络化、电子化、数据化、全球化的拓展和深入,一种利用信息、数据作为治理手段的趋势方兴未艾,且有加速推广的明显迹象,数字政府时代已经全面来临。如何更好地在数字经济视野下研究数字政府发展,需要先予厘清电子政务到数字政府建设的基本发展脉络。通过对我国数字政府发展的轨迹进行梳理,我们可以了解电子政务发展的初期雏形及后续发展,数字政府建设历史演进主要包括:电子政府阶段、网络政府阶段、数字政府阶段。通过分析数字政府建设情况可以发现,全球数字政府建设处于起步阶段,我国数字政府建设推进势头强劲,我国各地积极顺应数字化转型大势,形成了多元尝试、多样创新、百花齐放的数字政府建设转型新格局。对我国数字政府建设取得成效和经验进行总结,必要且正当其时。Recently,a number of major documents on the digital economy have been issued together,which di⁃rectly elevates the digital economy to a very high strategic position,requiring continuous strengthening,optimization and expansion of the digital economy.In recent years,with the expansion and deepening of informatization,network⁃ing,electronization,dataization and globalization,a trend of using information and data as a means of governance is in the ascendant,and there are obvious signs of accelerated promotion.The era of digital government has Full com⁃ing.How to better study the development of digital government from the perspective of digital economy,it is neces⁃sary to clarify the basic development context from E-Gov to digital government construction.By sorting out the trajec⁃tory of my country's digital government development,we can trace back to the initial prototype and subsequent devel⁃opment of E-Gov development.The historical evolution of digital government construction mainly includes:E-Gov stage,network government stage,and digital government stage.By analyzing the situation of digital government con⁃struction,it can be found that the global digital government construction is in its infancy,and my country's digital government construction has a strong momentum of advancement.All parts of my country are actively adapting to the general trend of digital transformation,forming a new pattern of digital government construction transformation featur⁃ing multiple attempts,multiple innovations,and blooming flowers.It is necessary and timely to summarize the achievements and experience of my country's digital government construction.
