某高原铁路施工工期影响因素及控制措施研究

摘　　要：某高原铁路工程环境具有“显著的地形高差”“强烈的板块活动”“频发的山地灾害”“敏感的生态环境”“恶劣的气候条件”“薄弱的基础设施”六大工程环境特征,是中国乃至世界山区最为复杂艰险的铁路工程。结合某高原铁路工程特点、难点,系统分析了沿线地质条件、高原气候、生态环境、桥隧工程等因素对某高原铁路建设工期的影响,在调研国内类似铁路工程施工工期的基础上,归纳某高原铁路隧道工期指标关键参数,结合高原气候等因素的影响,建议关键施工工序工期参考指标可适当考虑1.1~1.2的调整系数,以确保全线总工期更符合实际,并提出施工工期风险防范措施的合理性建议,考虑到某高原铁路极其复杂的地形地质条件,建设存在不确定性因素较多,某高原铁路总工期建议按10~12年控制。The project environment of a plateau railway has six environmental characteristics:remarkable terrain difference,strong plate activity,frequent mountain disaster,sensitive ecological environment,bad weather conditions and weak infrastructure.It is the most complex and dangerous railway project in mountainous areas of China and even the world.Based on the characteristics and difficulties of the plateau railway project,this paper systematically analyzes the influences of geological conditions along the line,plateau climate,ecological environment,bridge and tunnel project on the construction period of the plateau railway.On the basis of the investigation of the construction period of similar domestic railway projects,the key parameters and their influences of the construction period of the plateau railway tunnel are summarized.It is suggested that the adjustment coefficient of 1.1-1.2 can be considered appropriately for the reference index of the construction period of key construction procedures to ensure that the total construction period of the whole line is more complied with the actual situation,and reasonable suggestions for risk prevention measures of construction period are also put forward.In view of the extremely complex terrain and geological conditions of the plateau railway and many uncertain factors in the construction,the total construction period of the plateau railway should be controlled in 10-12 years.
