全过程人民民主视域下的职代会制度及其完善路径

摘　　要：职代会是我国基层民主政治建设的基本制度,也是我国全过程人民民主的重要制度载体和生动实践,这不仅体现在选举、协商、决策、管理和监督等环节的全过程中,而且体现在广大职工群众的知情权、参与权、表达权、监督权等民主权利实现的全过程中。新时代下,推进职代会制度建设,需要在宏观层面加强国家立法,完善制度设计;在中观层面加强检查指导,强化舆论引导;在微观层面完善运作机制,发挥制度实效。对于基层企事业单位来说,新形势下还需要慎重采用职代会与工代会“两会合一”的运作体制,适当探索职代会的召开形式,并规范运作职工大会制度。The Workers’Congress is the basic system for the construction of grass-roots democracy in China,and it is also an important institutional carrier and vivid practice of whole-process people’s democracy.In the new era,to promote the construction of the workers’congress system,we need to strengthen national legislation at the macro level,strengthen inspection and guidance at the median level and strengthen the guidance of public opinion at the micro level.For grass-roots enterprises and institutions,it is also necessary to carefully adopt the“two sessions in one”operation system of the workers’Congress,appropriately explore the convening forms of the workers’Congress,and standardize the operation of the workers’congress system.
