摘  要:重点分析了交通线性工程与永久基本农田、生态保护红线三者之间的关系,通过实例阐明,在既有规划体系下三者之间的矛盾冲突十分严重,交通线性工程建设受到极大的制约。虽然目前有大量的实践试图冲破矛盾枷锁,但都难以从根本上解决问题,非国家级、省级交通线性工程建设仍然困难重重。为解决此类矛盾冲突,建议在国土空间规划窗口期优化线性网络,理清重点项目并深入研究至详细规划深度;建立起针对市级交通线性工程的永久基本农田占用调配机制;尽快明确交通线性工程无害化穿越生态保护红线的管控细则。The traffic linear project and its relationship between primary farmland and ecological red line are emphatically analyzed in the paper,which reveals serious conflicts between the three under the present planning system,and the construction of traffic linear project has been restricted.Although there are a lot of practices trying to break through the shackles of contradictions,it is still difficult to solve the problem fundamentally.The construction of non-national and provincial traffic linear projects is still full of difficulties.In order to solve such conflicts,it is recommended to optimize the linear network during the land and space planning window period,clarify key projects and conduct in-depth research to the depth of detailed planning;establish a permanent basic farmland occupation and allocation mechanism for municipal traffic linear projects;and clarify the management and control regulations as soon as possible for traffic linearity project across the red line of ecological protection.
