摘　　要：如何建立对不同类型的基础研究的分类支持体系是当前的一个重要课题,文章梳理和明确了战略性基础研究的概念,总结了国际上支持战略性基础研究的实践经验,在此基础上分析了我国存在的对战略性基础研究的支持缺乏顶层设计、资助对象不明确、持续稳定支持不够等突出问题,并提出设立独立的战略性基础研究计划、将国家战略科技力量作为组织和实施战略性基础研究计划的主要力量、建立指向性项目支持与机构稳定拨款相协调的双轨支持模式等建议。This paper sorts out and clarifies the concept of strategic basic research,and summarizes the international experiences in supporting strategic basic research.On this basis,it analyzes the main problems in supporting strategic basic research in China,such as the lack of top-level design,unclear funding objects,and insufficient sustainable and stable support.Some suggestions are put forward,such as setting up an independent strategic basic research program,taking the national strategic forces as the main forces to organize and implement the strategic basic research program,and establishing a dual-track supporting model that coordinates the directional project funding and the institutional block funding.
