摘　　要：近四年来,河南自由贸易试验区在推广制度创新成果、打造新发展格局、全面落实战略定位、完善政策制度体系和管理体制机制等方面取得一系列重要成果。面向“十四五”时期的新发展阶段,从河南“十四五”规划和2035年远景建设目标出发,以对河南自由贸易试验区提出的新要求和发展导向为基准,分析存在的主要问题,提出推进制度创新、谋划内陆型自贸创新港、推进“跨省通办”与“省内通办”、扩大亮点工作辐射范围、开创产业升级新空间、完善科技成果转化机制、发挥新兴信息技术的支撑作用、创新管理模式等高质量发展的建议。Henan Pilot Free Trade Zone is guided by the concept of high-quality development,which has made a series of important achievements in the past four years in the promotion of institutional innovation,the creation of a new development pattern,the full implementation of strategic positioning,and the improvement of policies,systems and management systems and mechanisms.Facing the new development stage of the"14th Five-Year Plan"period,starting from the Henan Province"14th Five-Year Plan"and 2035 long-term construction goals,based on the new requirements and development orientation proposed for Henan Pilot Free Trade Zone,and based on the new stage of development,we will implement the new vision of development and integrate into the new pattern of development.Suggestions on the high quality development of Henan Pilot Free Trade Zone in the new development stage of the"14th Five-Year"period are put forward from the following perspectives:The linkage and superposition of multiple national strategies promoting institutional innovation;continuously and efficiently promoting"Inter-provincial"and"Inner-provincial"procedures;"separating licenses from licenses"to be reformed to cover all sectors and support the development of all sectors with legislation;new ways to be explored to attract investment,so as to promote the formation of a certain scale dislocation development of regional financial opening pattern.The mechanism for commercializing scientific and technological achievements should be improved and the supporting role of emerging information technology should be brought into full play.
