日本“双循环”经济实践及其对中国的启示

摘　　要：本文梳理了日本“双循环”经济的发展历史及其特点,总结出有助于中国“双循环”实践的启示。日本的“外循环”经济在“家长式”的政府指导下,依靠有利的外部条件,实现了“粗放式”的高速增长。由于外部和内部压力,日本转向“内循环”模式,通过扩大内需、调整产业结构、投资基础设施建设、发展中小城市及完善环境政策等措施,建立起“以人为本”、以内需驱动发展、依靠竞争政策规范市场运行的新经济循环,实现绿色可持续的经济增长。基于日本的“双循环”经济发展经验,中国应当采用多样化的扩大内需方法;持续推动高质量的“新型城镇化”建设;推动经济结构升级,以创新驱动发展;建立都市圈,有效利用协同效应;由产业政策转向竞争政策。This paper combs the development history and characteristics of Japan’s“dual circulation”economy,and summarizes the enlightenment conducive to China’s“dual circulation”practice.Under the guidance of the“paternalistic”government and relying on favorable external conditions,Japan’s“international circular”economy has achieved“extensive”high-speed growth.Due to external and internal pressure,Japan has turned to the“domestic circulation”mode.Through measures such as expanding domestic demand,adjusting industrial structure,investing in infrastructure construction,developing small and medium-sized cities and improving environmental policies,Japan has established a new“people-oriented”economic cycle,driven by domestic demand and regulated by competitive policies so as to achieve green and sustainable economic growth.Based on Japan’s“dual circulation”economic derelopment experience,China should adopt diversified methods to expand domestic demand;continue to promote the construction of high-quality“new urbanization”;promote the upgrading of economic structure and drive development with innovation;establish metropolitan area and make effective use of synergy;transfer from industrial policy to competitive policy.
