美日印澳“四边机制”与中国周边安全

摘　　要：在“印太”力量对比变化引发地区秩序加速解构与重塑中,为护持地区霸权,美国利用全球盟友伙伴网络主导重塑“印太”秩序和遏制中国的双重目标日渐清晰。在这一背景下,美日印澳“四边机制”(Quad)在安全、政治和经济领域合作朝着实心化、制度化迈出关键步伐,逐渐演化为美“印太战略”抵近遏制中国的行动框架。依托四国分散在中国周边的地缘环境、共享价值观和对华相似的战略需求,美国将以往以美国为轴心的双边同盟,转变为四国内部网络化的战略互动,意图对中国形成战略包围圈;这严重破坏中国崛起的周边环境和政治经济秩序,威胁地区稳定和周边国家安全。但也要看到,“四边机制”的发展面临着诸多掣肘因素:四国战略利益并不完全耦合,美国霸权式微也难以有效整合四国完全将矛头对准中国。同时,“四边机制”作为一项排他性的地区治理结构,破坏了地区力量平衡并挑战东盟中心地位,必将受到区域内有关国家抵制。中国要坚持总体国家安全观,反对冷战思维和霸权主义,在周边倡导融合而非零和、合作而非分裂、包容而非对抗理念,在周边构建共同安全的新架构和公正的治理新秩序。The change in the balance of power in the Indo-Pacific has led to the accelerated deconstruction and reshaping of the regional order. In order to safeguard regional hegemony,the U. S. has become increasingly clear about its dual goals of reshaping the “Indo-Pacific”order and containing China through its global network of allies and partners. Against this background,the U. S.-Japan-India-Australia “Quad”has taken key steps in the consolidation and institutionalization of security,political and economic cooperation,and has gradually evolved into the core of the U. S. “Indo-Pacific Strategy”,approaching the containment of China Action Framework. Relying on the geographical environment,shared values and similar strategic needs toward China,the four countries transformed the former bilateral alliance model, which takes the U. S. as the axis,into the strategic interaction within the four countries,intending to form a strategic encirclement of China,which seriously damage the surrounding environment and political and economic order of China,as well as the regional stability and the security of neighboring countries. However,it should also be noted that the development of the “quadrilateral mechanism”faces many constraints: the strategic interests of the four countries are not completely coupled,and it is difficult to effectively integrate the four countries considering the decline of the U. S. hegemony. At the same time,as an exclusive regional governance structure,the “Quadrilateral Mechanism”undermines the balance of power in the region and challenges the centrality of ASEAN,which will inevitably be resisted by relevant countries in the region. We must adhere to the overall national security concept,oppose the Cold War mentality and hegemony,advocate the concept of integration rather than zero sum,cooperation rather than division,tolerance rather than confrontation,and build a new architecture of common security and a new order of just governance in the neighborhood.
