摘　　要：截至2018年底,全国省、市、县各级河长制办公室全部设立,在保障河长湖长履职尽责、推动河湖长制主要任务落地见效上发挥了重要作用,但统筹协调力度和履职能力仍存在不平衡现象,对标“完善河长制湖长制组织体系”和“强化河湖长制”要求仍有差距。文章分析了河长制办公室职责定位、设置现状和发挥作用,提出了优化河长制办公室设置的相关建议。By the end of 2018,all river chief offices at provincial,municipal and county levels have been established,which is important for river and lake chiefs’to performe their mandates and implement the main tasks of the river and lake chief system.However,the overall coordination and duty performance capacity is still yet to be improved,and there is still a gap against the requirements of“improving organization of the river and lake chief system”and“strengthening the river and lake system”.This paper analyzes the mandates,status quo of organization and performance of the river chief office,and puts forward recommendations in optimizing the organization of the river chief system.
