摘　　要：全面推行河湖长制以来,“河湖长+检察长”协作机制强化了检察机关与河长办、河湖长制成员单位的协助配合与监督制约,推动了河湖管护工作规范化法制化。文章梳理了检察机关参与河湖长制的主要形式,总结了检察机关在推进河湖长制中发挥的主要作用,选取“河湖长+检察长”协作机制典型案例进行深入分析,总结提炼了流域协作、区域协调等方面的工作机制及经验做法,能够为健全完善行刑衔接,进一步强化部门联动提供参考借鉴。Since the full implementation of the river and lake chief system,the cooperation mechanism of“river and lake chiefs+procurators”has strengthened the cooperation and supervision of procuratorial organs,river and lake chief offices and member units of the river and lake chief system,thus promoting the standardization and legalization of river and lake management and protection.This paper summarizes the main forms of procuratorial organs’participation in the river and lake chief system,and the role played by procuratorial organs in promoting the river and lake chief system.Typical cases of the“river and lake chiefs+procurators”cooperation mechanism are selected for in-depth analysis.Last,the paper summarizes and refines the working mechanisms,experience and practices in river basin cooperation and regional coordination,with the aim of improving the integration of administration and penalty and strengthening departmental collaboration.
