浙江省嘉善县农业水价综合改革的经验与启示

摘　　要：“十三五”时期以来,我国农业水价综合改革稳步推进,取得了积极进展,涌现出一批改革典型。文章以浙江省农业水价综合改革试点县——嘉善县为例,分析了试点推进改革的基本情况,系统总结了改革实践经验和取得的成效,提炼出可复制、可推广的改革举措,并从强化改革体制保障、加强供水成本研究、优化农田水利工程管护机制、加强信息化建设、推动水利工程升级改造等方面,提出了相关启示建议,为充分发挥典型引领作用,带动其他地区加快推进改革提供参考借鉴。Since the 13;Five Year Plan period,comprehensive agricultural water price reform in China has made steady progress,giving birth to a number of typical examples.Taking Jiashan County of Zhejiang Province,a pilot county of comprehensive agricultural water price reform as an example,this paper analyzes the status quo of the pilot,summarizes the practical experience and achievements of the reform.Replicable reform measures that can be popularized are summed up.Recommendations are put forward in terms of strengthening system guarantee for the reform,deepening research on the cost of water supply,optimizing management and protection mechanism of farmland and water projects,enhancing information-based management,and upgrading and transforming water projects,with the aim of giving play to the leading role of the typical examples and accelerating reform in other cities and provinces.
