摘　　要：水文化是中华文化和水利事业的重要组成部分,水文化景观的开发就是对水文化的传承和保护。SWOT分析法能对项目的优势和弱势、机遇和挑战、发展战略进行定性的分析,但在论证与判断的过程中容易受主观因素的影响。AHP法可以对项目中涉及的各指标进行量化计算并排序,分析结果更客观也更有说服力,但不能提出开发战略。文章通过SWOT-AHP模型把定性分析和定量计算相结合,提出了滏阳河水文化景观“开拓型”开发战略。Water culture is an indispensable component of Chinese culture and water conservancy work of China.The development of water culture landscape is the inheritance and protection of water culture.SWOT analysis can make a qualitative analysis of the strengths and weaknesses,opportunities and challenges,and development strategies of a project,but it is susceptible to subjective factors in the process of demonstration and judgment.AHP method can carry out quantitative calculation and ranking of the indicators involved in a project,and the analysis results are more objective and convincing,but it cannot put forward development strategies.Based on the SWOT-AHP model which can combine qualitative analysis and quantitative calculation,this paper puts forward a pioneering development strategy of the water culture landscape of Fuyang River.
