摘　　要：南水北调西线工程是优化水资源配置、促进区域协调发展的战略性工程。为助力南水北调西线工程科学开工,推进我国“四横三纵”水资源配置格局构建,本文通过论述西北及黄河上中游地区的水资源现状,理清调水工程促进经济社会生态高质量发展逻辑,研究南水北调西线工程开发需注意的问题,并提出加大科学研究力度、建立水源区生态补偿机制、做好宗教移民安置工作、建设沿线宜居宜业生态城市带和旅游观光带、加快西北及黄河上中游地区产业结构优化升级等对策建议。The West Route of South-to-North Water Transfer Project is a strategic project to optimize the allocation of water resources and promote regional coordinated development. In order to help the scientific construction of the West Route of South-to-North Water Transfer Project and promote the construction of China’s “four horizontal and three vertical” water resources allocation pattern, this paper discusses the current situation of water resources in the northwest and the upper and middle reaches of the Yellow River, clarifies the logic of water transfer projects to promote high-quality economic, social and ecological development, studies the problems needing attention in the development of the West Route of South-to-North Water Transfer Project, and puts forward some countermeasures and suggestions, such as strengthening scientific research, establishing an ecological compensation mechanism in the water source area, doing a good job in the resettlement of religious immigrants, building a livable and industrial ecological city belt and tourism belt along the line, and accelerating the optimization and upgrading of the industrial structure in the northwest and the upper and middle reaches of the Yellow River.
