摘　　要：有效的危机应急能最大限度减轻灾害带来的不良后果,及时挽救人民群众生命财产。本文以政府购买提升应急服务效率为研究重点,深入分析深圳市危险化学品应急二队的“OTO平台(静态专业整合)+三位一体模式(动态危机应对)”运作机制,总结应急二队的发展现状和运作机制的优越性,提出政府购买提升城市应急服务效率的创新机制设想。Effective crisis response can minimize the adverse consequences of disasters,saving people’s lives and properties in time.This paper focuses on government purchase to improve the efficiency of emergen⁃cy services.Basing on the analysis of the operation mechanism of“OTO platform(static professional integra⁃tion)+Trinity model(dynamic crisis response)”of Shenzhen Hazardous Chemical Emergency Response Second Team,this paper summarizes the development status of Second Team and the superiority of its operation mecha⁃nism,and proposes an innovative mechanism to improve the efficiency of government purchase of urban emergen⁃cy services.
