摘　　要：“双循环”经济发展格局是中国经济当前发展阶段的必然选择。就河南省文旅融合发展而言,在“双循环”背景下传统的区域文旅产业竞争秩序和要素,都发生了一定程度的改变。换而言之,“双循环”格局中文旅融合竞争外部环境尚未成型,河南有机会在利用好自身文旅融合优势的基础上,从传统文化产业和旅游产业竞争序列中脱颖而出。“双循环”背景下弱化了河南传统旅游产业发展的部分劣势因素,同时也凸显了河南文化和旅游产业基础的优势因素。河南发展文旅融合的整体思路是,找准补齐当前“短板”发掘“优势”,提前从融合路径、融合人才、资本引进、技术引入、立法指引等角度,完善布局河南文旅融合发展环境。The“double circulation” economic development pattern is the inevitable choice of China’s current economic development stage. In terms of the integrated development of culture and tourism in Henan Province, under the background of “double circulation”, the traditional competitive order and elements of regional culture and tourism industry have changed to a certain extent. In other words, the external environment of Chinese tourism integration competition in the “double cycle” pattern has not yet taken shape. Henan has the opportunity to stand out from the competitive sequence of traditional cultural industry and tourism industry on the basis of making good use of its advantages of cultural tourism integration. Under the background of “double circulation”, it not only weakens some inferior factors of the development of Henan traditional tourism industry, but also highlights the advantageous factors of Henan culture and tourism industry foundation. The overall idea for the development of cultural tourism integration in Henan is to identify and supplement the current “weaknesses”, explore the “advantages”, and improve the layout of the development environment of cultural tourism integration in Henan from the perspectives of integration path, integration of talents, capital introduction, technology introduction and legislative guidance in advance.
