摘　　要：技术创新是企业拓展市场的原动力,企业运用知识产权为创新成果保驾护航。发达国家和科技巨头公司将知识产权与标准互为支撑的战略手段运用得驾轻就熟。中国这方面起步较晚,知识产权领域和标准化领域双双处在飞速发展阶段,支撑知识产权和标准融合的政策虽有出台,但合力暂未凸显,二者的结合暂未形成成熟的体系和路径。本课题沿着“技术创新→知识产权→标准”这一路径分为两步走,采用调查、案例研究与统计分析结合的研究方法,在了解国内外知识产权和标准互动支撑创新发展现状后,有针对性地在山东省企业中展开“技术创新发展现状”和“知识产权和标准互动支撑创新发展现状”两个主题调研,分析数据得出阻碍企业知识产权和标准融合的主要原因,并基于前述研究尝试提出具有普适性的互动支撑路径,为政府、企业刻画“技术创新-知识产权-标准”三个互相转化、互为支撑的体系模型,最终提出产权保护和标准支撑创新成果的建设性意见,以期能指导中小企业从内部工作机制、关键点推进、转化策略上开展实施和应用。Technological innovation is the driving force for enterprises to expand market,and enterprises use intellectual property rights to achieve innovation.Developed countries and tech giants have been adept at using intellectual property and standards as a strategic tool.In China,the field of intellectual property and standardization are both in the stage of rapid development.Although policies supporting the integration of intellectual property and standards have been issued,the resultant force has not yet been realized,and the combination of the two has not yet formed a mature system and path.This project is divided into two steps along the path of"technological innovation→intellectual property→standards".By using the research methods of investigation,case study and statistical analysis,and based on the understanding of the current situation of innovation development supported by the interaction of intellectual property and standards at home and abroad,targeted investigations were carried out in enterprises in Shandong province,which focused on the two themes of"the development status of technological innovation"and"the development status of innovation supported by the interaction of intellectual property rights and standards",aiming to analyze research data and find the main reasons for hindering the integration of intellectual property rights and standards,and propose a universal interactive support path based on the aforementioned research.The paper describes three mutually transformative and supporting system models of"technological innovation-intellectual property-standards"for the government and enterprises,and finally puts forward constructive suggestions on the protection of property rights and innovation achievements supported by standards,in order to guide SMEs to apply them from the aspects of internal working mechanism,promotion ofkey points and transformation strategy.
