摘　　要：本文根据四川省气象观测质量管理体系运行的实际情况,基于ISO 9001标准理念开展了内部审核和中国质量认证中心的第三方外部审核,对内外部审核发现的不符合项和改进与建议项进行代表性问题分析。对体系运行效益进行定量化评估,探讨引入质量管理思维后,体系是否有效提高四川省气象观测领域的数据质量。结合分析结果和定量化评估,提出体系运行发展的若干建议,以期为体系在气象观测领域的有效运行提供依据。According to the actual situation of Sichuan provincial meteorological observation quality management system and the concept of ISO 9001 standard,this paper not only carries out the internal audit and the third party external audit by China Quality Certification Center,but also analyzes the representative problems of non-conformity and items that need to be improved found by the internal audit and external audit.It then makes the quantitative evaluation of the system’s operating effect and discusses whether the system can effectively improve the data quality in the meteorological observation field of Sichuan province after introducing quality management concepts.In order to provide a basis for the effective operation of the system in the field of meteorological observation,this paper puts forward suggestions on the effective operation and development of the system based on the analysis results and quantitative evaluation.
