摘 要:高等教育区域一体化的实施是提高高等教育发展水平的重要途径,也是实现区域经济社会一体化目标的客观要求和必要前提。当前,成渝地区高等教育一体化存在区域内行政壁垒、经济社会发展不平衡、教育同质和同构等问题,导致双城经济圈高等教育之间缺乏联动。因此,应该创新政府、企业、高校三方互动的生态网发展模式,探索运用生态网模式解决高等教育区域一体化问题的具体路径,构建以政府为主体的区域协调管理机制,以企业为主导的利益共享机制和以高校为核心的运行保障机制,形成区域内高等教育资源要素优化配置和自由流动的良好局面。The implementation of regional integration of higher education in China is an important way to improve the development level of higher education,and it is also an objective requirement and a prerequisite for realizing the goal of regional economic and social integration.At present,however,there exist some problems in the integration of higher education in Chengdu and Chongqing Economic Circle(CCEC),such as administrative barriers,unbalanced economic and social development,and educational homogeneity,which have led to the lack of linkage between higher education in CCES.Therefore,in this article we argue that it is necessary to innovate the development mode of ecological network among governments,enterprises and universities,and explore the concrete ways to solve problems related to regional integration of higher education.Moreover,the regional coordination management mechanism with the government as the main body,the benefit-sharing mechanism led by enterprises and the operation guarantee mechanism with universities as the core should be established.Thus,a good situation of optimal allocation and free flow of higher education resource elements in the region will be formed.
