摘  要:“少数民族高层次骨干人才计划”是国家为了加快民族地区经济与社会全面发展,依托高等教育资源为民族地区定向输送高层次人才的重大公共政策。该政策实施以来取得了明显成效。近些年来,随着西部大开发战略深入推进和国家脱贫攻坚任务圆满完成,民族地区经济社会发展不断加速,“少数民族高层次骨干人才计划”实施过程中的问题逐渐显现,制约了政策的实施成效。当前,需要基于政策实践中的实际问题,结合新时代背景,聚焦民族地区经济社会发展人才需求,提出具体、可操作的改革对策,促进政策与国家发展相适应,加快民族地区经济社会发展。"High-level key talents program for Ethnic Minorities"is a major public policy of the state in order to accelerate the comprehensive economic and social development of ethnic minori⁃ty areas and rely on higher education resources to deliver high-level talents to ethnic minority ar⁃eas.Since the implementation of this policy,remarkable results have been achieved.In recent years,with the deepening of the western development strategy and the successful completion of the national poverty alleviation task,the economic and social development of ethnic minority areas has continued to accelerate,and the problems in the implementation of the"High-level key talents pro⁃gram for Ethnic Minorities"have gradually emerged,restricting the implementation of the policy.At present,it is necessary to focus on the needs of talents for the economic and social development of ethnic areas based on the actual problems in policy practice,combined with the background of the new era,and put forward specific and operable reform strategies to promote the adaptation of poli⁃cies to national development and accelerate the economic and social development of ethnic areas.
