治理现代化视角下数字孪生城市建设机制与路径研究

摘　　要：数字孪生城市建设是实现城市治理现代化的重要引擎。数字孪生城市具有公共物品特征,宜采用政府主导、市场主体的建设机制。借鉴城市经营多种模式,基于社会影响力债券的设计机制,构建数字孪生城市建设的一种多方共建的协同创新机制。最后,提出推进数字孪生城市建设路径:一是强化顶层设计,推进完善制度体系建设;二是重视人才培养,攻克技术难关;三是积极布局发力新基建,鼓励数字孪生产业生态共融。The construction of digital twin city is an important engine to realize the modernization of urban governance. Digital twin cities have the characteristics of public goods, so the construction mechanism of government leading and market subject should be adopted. Based on the design mechanism of social impact bonds, a collaborative innovation mechanism of digital twin city construction is constructed. Finally, it puts forward the ways to promote the construction of digital Twin Cities: first, strengthen the top-level design and promote the construction of perfect system;Second, attach importance to talent training and overcome technical difficulties;Third, actively layout and implement new infrastructure, and encourage the ecological integration of digital twin industries.
