摘 要:HJ 2305-2018《玻璃制造业污染防治可行技术指南》[1]提出了平板玻璃熔化工序烟气污染防治的12种可行技术组合。通过专家咨询和企业调查,构建了平板玻璃熔化工序烟气污染防治可行技术12种污染防治技术组合的4层次技术评估指标体系,包括目标层、准则层、子准则层和指标层。准则层指标主要包括技术性能指标、经济成本指标和环境效应,指标层中包含了细化的19项指标对各种污染防治技术组合进行综合评价。通过运用层次分析法确定了各指标权重。采用模糊综合评价的方法,建立了各指标隶属函数,将各指标定量化。通过综合评价平板玻璃熔化工序烟气污染防治可行技术的技术性能指标得分、经济成本指标得分、环境效益指标得分及综合得分,可以得到技术组合的综合排序,为污染防治技术的选择和评价提供指导。《Guideline for available techniques of pollution prevention and control for glass manufacturing industry》(HJ 2305—2018)puts forward 12 feasible technical combinations for smoke pollution prevention and control in flat glass melting process.Through expert consultation and enterprise investigation,a 4-level technical evaluation index system of 12 feasible pollution control technologies in flat glass melting process is constructed,including target layer,criterion layer,sub criterion layer and index layer.The criteria layer indicators mainly include technical performance indicators,economic cost indicators and environmental effects.The index layer includes 19 detailed indicators to comprehensively evaluate various pollution prevention and control technology combinations.The weight of each index is determined by using analytic hierarchy process.Using the method of fuzzy comprehensive evaluation,the membership function of each index is established to quantify each index.By comprehensively evaluating the technical performance index score,economic cost index score,environmental benefit index score and comprehensive score of feasible technologies for flue gas pollution prevention and control in flat glass melting process,the comprehensive ranking of technology combination can be obtained,which provides guidance for the selection and evaluation of pollution prevention and control technologies.
