摘　　要：1958年8月,公安部队改编为人民武装警察后,归属各级公安机关建制序列,与公安工作紧密结合。此后,人民武装警察部队又进行了体制编制变更,开始实行军事系统和公安机关双重领导,并恢复了“中国人民公安部队”的番号,这是公安部队各项建设和内卫、边防工作得到稳步发展与不断加强的一个时期。“双重领导”体制既考虑了执行公安任务的业务性,又突出了部队建设的军事性,较好地贯彻了“武装警察部队应当作为一支军事部队来建设”的方针。由于国内外斗争形势的需要,1966年6月,公安部队划归各军区建制领导,“中国人民公安部队”的番号撤销。公安部队的领导体制和名称虽然多次变动,但其担负的内卫、边防任务没有变,它作为人民民主专政的武装力量的性质没有变。In August 1958, after the public security troops was reorganized into the people’s armed police, it belonged to the organizational sequences of public security organs at all levels and was closely integrated with public security work. Since then, the people’s armed police troops has undergone a change in its organizational structure, began to implement dual leadership of the military system and public security organs, and resumed the designation of the “Chinese People’s Public Security Troops”. This was a period in which the construction of the public security troops and the work of internal defense and frontier defense have been steadily developed and continuously strengthened. The “dual leadership” system not only took into account the operational nature of public security tasks, but also highlighted the military nature of troops building, and better implemented the policy that “the armed police troops should be built as a military troops”. Due to the needs of domestic and foreign situations, in June 1966, the public security troops were placed under the leadership of the military regions, and the designation of “Chinese People’s Public Security Troops” was revoked. Although the leadership system and name of the public security troops have changed many times, the internal and frontier defense tasks it undertakes have not changed, and its nature as an armed force of the people’s democratic dictatorship has not changed.
