摘　　要：产业政策有效性之争缺乏来自中国农产品加工企业的证据。本文使用中国工业企业数据库中农产品加工企业数据,以全要素生产率表征农产品加工企业高质量发展状况,采用双重差分模型实证检验农产品加工产业政策有效性问题。研究发现:农产品加工产业政策效果显著,使实验组全要素生产率比控制组提高约3.7%;国有农产品加工企业政策效果更加显著,东部、中部和西部地区农产品加工企业政策效果依次增强;产业政策可以减少税负,提升融资便利性,进而促进农产品加工企业全要素生产率提升;在具体政策方面,农产品加工企业税收政策有效性大于融资政策。The debate over the effectiveness of industrial policies lacks evidence from Chinese agricultural products processing enterprises.This paper uses the data of agricultural products processing enterprises in china industry business performance data to characterize the high-quality development of agricultural product processing enterprises with total factor productivity(TFP),and uses DID model to empirically test the effectiveness of the agricultural product processing industrial policy.The study found that the agricultural product processing industry policy has a significant effect,increasing the TFP of the experimental group by about 3.7%over the control group.The policy effect of state-owned agricultural products processing enterprises is more significant.The policy effects of agricultural products processing enterprises in the eastern,central and western regions have been strengthened successively.Industrial policies can reduce taxes and ease their financing constraints,thereby promoting the high-quality development of agricultural products processing enterprises.In terms of specific policies,the effectiveness of tax policies for agricultural products processing enterprises is greater than that of financing policies.
