摘　　要：在城镇化发展到相对较高的程度后,城市的竞争从单纯GDP的比较向多维度的综合能力竞争转变,城市景观风貌成为衡量城市竞争力的重要因素之一。以《品质望城设计管理导则》编制实践为例,基于望城区现状景观风貌治理存在的问题,以系统的思维构建“城市景观风貌治理体系”,明确导则作为规划管理审批依据在景观风貌治理体系中的重要性,并进一步以问题为导向重点阐述《品质望城设计管理导则》的编制思路,梳理总结导则在编制过程中的实践经验,以期为其他地区同类型导则的编制及城市景观风貌治理提供参考。With the development of urbanization to a relatively high degree, the competition of cities has changed from a simple COMPARISON of GDP to a multi-dimensional competition of comprehensive ability, and the urban landscape has become one of the important factors to measure the competitiveness of cities. This paper takes the compilation practice of “Quality Outlook City Design Management Guidelines” as an example. Based on the existing problems of landscape style governance in the current situation of outlook city district, it builds the “urban landscape style governance system” with systematic thinking and clarifies the importance of the guidelines as the basis of planning preparation and approval in the landscape style governance system. Furthermore, the author further elaborated the compilation ideas of the Guidelines for Quality Urban Design Management, and summarized the practical experience of the guidelines in the compilation process, in order to provide reference for the compilation of similar guidelines in other regions and the governance of urban landscape features.
