论人类命运共同体理念下的联合国安理会改革——以安理会“制裁决议”为视角

摘　　要：巨大的历史变迁构成了安理会改革的强烈动因。通过历史考察发现,安理会改革表面动力十足,实际上内在动机各异,发力方向不一。为打破“旧常规”,安理会改革不断上演攻防拉锯战,成为各方深度博弈的“新常态”。安理会改革的最终目的是维护世界和平与发展,而不是为了满足或平衡成员国的利益及权力分配。由于少数国家没有秉持人类命运共同体理念正确行使制裁决议否决权,偏离联合国宪章精神,导致决议执行不力,影响了安理会的权威。改革应围绕如何更好地应对国际社会面对的挑战和威胁,聚焦从顶层设计角度完善总体方案。因此,中国应把握好安理会扩大规模问题的发展方向,在安理会改革的权力角逐中采取正确的应对方略,为人类命运共同体的构建贡献中国智慧。The great historical changes constitute a strong motivation for the reform of the UN Security Council.Through the historical investigation,it is found that the reform of the Security Council has strong impetus on the surface while different intrinsic motivations and directions of development.In order to break the"old routine",the reform of the Security Council has been taking a fascinating tug-of-war,which has become the"new normal"of in-depth game among all parties.The final goal of Security Council reform is to maintain world peace and development,not to satisfy and balance the interests and power distribution of member states.Failing to uphold the concept of the community of humanity,a few countries have not used the veto power of the sanctions resolution correctly and have deviated from the spirit of the United Nations Charter,which resulted in the weakened implementation of the resolution and impaired authority of the Security Council.Reform should be focused on how to better meet the challenges and threats facing the international community and improve the overall program from the top-level design perspective.Therefore,China should grasp the development direction of the expansion of the Security Council,adopt correct countermeasures in the power competition of the Security Council reform,and contribute Chinese wisdom to build a community of shared future for mankind.
