健康中国战略在新冠肺炎疫情防控中的内涵升华及未来实施路向

摘　　要：党的十九大明确提出实施健康中国战略,并将保障全民健康作为建设健康中国的根本目的,体现了以习近平同志为核心的党中央坚持以人民为中心的根本立场。在抗疫大战中,党和政府坚持人民至上,在贯彻落实疫情防控措施中升华全民健康理念;坚持生命至上,在不惜一切代价抢救危重患者中升华全周期健康理念;把人民健康摆在突出位置,从“无病即健康”转向“整体健康”中升华全方位健康理念。随着抗击新冠肺炎疫情取得重大战略成果,健康中国战略的内涵要义得以拓展和升华,中国特色社会主义制度优势得到全面彰显。常态化疫情防控背景下进一步实施健康中国战略的路向是:坚持中国特色卫生健康发展道路,推动卫生健康事业蓬勃发展;深化医药卫生体制改革,坚持中西医并重,进一步增强人民的幸福感和获得感;完善应对突发公共卫生事件机制,切实保障人民的安全健康权益。The 19 th National Congress of the Communist Party of China(CPC)clearly put forward the implementation of theHealthy China Strategy. Protection of the health of all the people is afundamental goal of building healthy China, which embodies the fundamental stance of the Central Committee of the CPC with Comrade Xi Jinping at its core that the people are the center. In the fight against the COVID-19 pandemic, the CPC and the government insisted on the supremacy of the people and sublimated the concept of national health in the implementation of COVID-19 prevention and control measures. Theyinsisted on the supremacy of life and sublimated the concept of life cycle in the rescue of critically ill patients at all costs. Theyput people’s health in the first priority and sublimated the concept of comprehensive health from “no disease is healthy” to “holistic health”. As the fight against the pandemic has achieved major strategic results, the connotation of Healthy China strategy has been expanded and sublimated, and the advantages of the socialist system with Chinese characteristics have been fully demonstrated. Againstthe background of normalized pandemic prevention and control, the way to further implement the Healthy China Strategy is seen in the following measure. We should adhere to the path of health and health development with Chinese characteristics, and promote the vigorous development of health care. We shoulddeepen the reform of the medical and health system, adhere to the equal emphasis on Chinese and Western medicine, and further enhance people’s sense of happiness. We should improve the mechanism for responding to public health emergencies, and effectively protect people’s rights ofsafety and health.
