摘　　要：“三农”问题是关系国计民生的根本性问题,走城乡融合发展之路是解决“三农”问题的关键举措。城乡融合发展程度决定国家现代化建设的质量,是乡村振兴和新型城镇化建设的重要内容,体现着两者的协同互助。金融是现代经济的血脉,农业农村现代化建设离不开金融的有效支持。在城乡融合背景下,通过工商资本下乡与农村金融耦合联动,推动形成城乡全面互促、融合发展新格局,可以破解新时期农业农村现代化建设的困境,进一步凸显金融对解决“三农问题”的核心效能。在新发展格局下,明确资本下乡与农村金融互动的逻辑机理,有助于开启现代金融资本赋能农业农村现代化建设新进程。新时期广东立足自身“一核一带一区”发展的最大实际,借助粤港澳大湾区建设、“一带一路”及乡村振兴等国家重大战略机遇,实现多方同频共振、城乡互促共赢,推动城乡融合和区域协调发展,为中国农业农村现代化发展提供“广东样板”。The issue of“agriculture,rural areas and farmers”is a fundamental issue related to the national economy and the people’s livelihood.Taking the road of integrated urban-rural development is the key measure to solve the issue of“agriculture,rural areas and farmers”.The degree of integrated urban-rural development deter⁃mines the quality of national modernization.It is an important content of rural revitalization and new urbanization,reflecting the collaboration and mutual assistance between the two.Finance is the blood of modern economy.The construction of agricultural and rural modernization is inseparable from the effective support of finance.In the back⁃ground of urban-rural integration,the coupling and linkage of industrial and commercial capital going down to the rural area and rural finance are made to promote the formation of a new pattern of comprehensive mutual promotion and integrated development between urban and rural areas,break the predicament of agricultural and rural modern⁃ization in the new era,which further highlights the core effectiveness of finance in solving the issue of“agriculture,rural areas and farmers”.Under the new development pattern,clarifying the logical mechanism of the interaction between capital going down to the rural area and rural finance will help to open a new process of modern financial capital energizing agricultural and rural modernization.Based on the biggest development reality of“one core,one belt,one area”in the new era,and take advantage of such significant strategic opportunities as the GuangdongHong Kong-Macao Greater Bay Area construction,“the Belt and Road Initiative”and the rural revitalization,Guangdong strives for realizing the multi-party co-frequency resonance,and urban-rural mutual promotion and win-win,and advancing urban-rural integration and regional coordinated development,so as to provide a“Guang⁃dong model”for the development of China’s agricultural and rural modernization.
