摘　　要：[目的/意义]当前世界正处于百年未有之大变局中,中国不断增强的综合实力与中国在国际对外发声能力的不匹配程度逐渐显现。探索如何克服中国智库在对外发声能力建设上的不足,以及如何提高这项能力,成为中国特色新型智库的一项责无旁贷的任务。[方法/过程]本文参考国内外多家智库对外发声现状,整合并采用多家智库发布的相关评价标准,以评估结果综合分析样本智库对外发声能力的现存问题,并提出改进建议。[结果/结论]只有强化意识观念、人才机制、合作方式和数字治理四个方面的能力,才能更好地对外发声,讲好中国故事,争取国际话语权。[Purpose/significance]The world is currently in the midst of an unprecedented change in a century,and the mismatch between China's growing comprehensive strength and its ability to speak out internationally is gradually emerging.This paper explores how to overcome the shortcomings of Chinese think tanks in building their external communication capacity and how to improve this capacity as an unavoidable task for new types of think tanks with Chinese characteristics.[Method/process]This paper comprehensive analyzes the existing problems of the external communication capacity of the sample think tanks and puts forward suggestions for improvement,by referring to the current situation of external communication capacity of many think tanks at home and abroad,and based on integrated evaluation indicators released by different think tanks.[Result/conclusion]The results show that only by strengthening the capacity in four aspects of awareness concept,talent mechanism,cooperation approach,and digital governance,can we better make our voice heard abroad,tell the Chinese story,and seize the international discourse.
