摘　　要：政府与同一家社会组织建立持续性的合作关系有利于应对公共文化服务的模糊性和不确定性,提高公共文化服务供给效能。文章以四川省崇州市乡镇综合文化站购买公共文化服务为例,采用扎根理论构建政社合作的逻辑架构,为探索政社合作的规律提供新的路径。研究发现,社会组织的优势和政府的职能是政社合作的开端,资源获取、项目成效、相关者收益、非正式关系是影响政府购买公共文化服务可持续性的主要因素,监管与考核是政社合作持续性的重要保障因素;为保证公平竞争和项目质量,政府持续向社会组织购买公共文化服务的行为应明确双方责任,加大财政支持与统筹监管力度,社会组织应提升自身能力,保证合作的可持续性。The establishment of a regular cooperative relationship between the government and social organizations is conducive to dealing with the ambiguity and uncertainty of public cultural services and improving the supply efficiency.Taking the purchase of public cultural services in Chongzhou City,Sichuan Province,as an example,this paper uses the grounded theory to construct a logical framework for government and social cooperation.The framework will provide a new path for exploring better ways for cooperation in the Chinese context.The research shows that the advantages of social organizations and political pressure on the government constitute the beginning of cooperation.Resource acquisition,project effectiveness,stakeholder benefits and collaborative relationship are main factors affecting the sustainability of government purchase of public cultural services.At the same time,regulatory assessment is also an important factor for securing the sustainability of government and social cooperation.In order to ensure a fair competition and the quality of projects,this study proposes that the government should clarify the responsibilities of both parties when purchasing public cultural services from social organizations.Financial support and project monitoring should also get strengthened.On the other hand,social organizations should improve their own capabilities to ensure the sustainability of cooperation.
