使用方对政府主导的医院建设项目的管控策略

摘　　要：在简要分析医院建筑特点及政府主导项目常用管理模式与面临挑战的基础上,提出了政府主导下的医院建设项目使用方分阶段管控策略:在可行性研究阶段,重在优选医院建设场地、做好学科设置规划、确定合理的建设规模并合理估算建设项目总投资;在方案设计阶段,重在管控总平面布置的合理性和一级医疗流程的科学性;在初步设计阶段,重点关注二级医疗流程的科学性、特殊科室(场所)的机电系统设计方案和初步设计概算的合理性;在施工图设计阶段,应管控三级医疗流程的合理性和医疗专项工程设计的完整性。Based on the brief analysis of the characteristics of hospital buildings and the common management models and challenges faced by government-led projects,this article proposes a phased management and control strategy for users of government-led hospital construction projects:the feasibility study phase,focuses on optimizing the construction site,doing a good job in subject setting planning,determining a reasonable construction scale and reasonably estimating the total investment of the construction project;the plan design phase focuses on controlling the rationality of the general layout and the scientificity of the first-level medical process;the preliminary design phase,pays more attention to the scientific nature of the secondary medical process,the rationality of the design scheme of the electromechanical system of special departments(locations)and the initial budget;the construction drawing design phase,controls the rationality of the tertiary medical process and the integrity of the medical special engineering design.
