摘 要:目前国内本质安全设计(ISD)的项目应用案例较少,因此对本质安全设计(ISD)的内容、开展时机、与其他风险识别方法的关系和基本原则进行了梳理,明确了本站安全分析开展的流程和各阶段相应的内容。海上平台具有工艺设备集成度高、作业空间有限、环境条件苛刻、事故危害大等特点。一旦发生重大事故,除财产、环境和公司声誉的巨大损失外,现场控制难,人员逃生难度大。使用本质安全设计的原理结合中东地区某海工项目实例,列举了本质安全设计在项目开展过程中的重要结论,并与国内海工项目(未实行本质安全设计)进行了差异性对比研究,提出了目前国内外海洋工程项目HSE方面一些不同的做法,对后续中东地区海工项目的风险评价和项目费用控制有指导意义。Currently,there are few domestic intrinsic safety design(ISD)project application cases,and so this paper sorts out the content,timing of implementation,relationship with other risk identification methods and basic principles of intrinsic safety design(ISD).It clarifies the process of conducting safety analysis at this site and the corresponding contents of each stage.Offshore platforms are characterized by high integration of process equipment,limited operating space,harsh environmental conditions,and high accident hazards.Once a major accident occurs,in addition to the huge loss of property and environment and company reputation,it is difficult to control the scene and it’s hard for people to escape.Through adopting the principles of intrinsic safety design in combination with an example of an offshore project in the Middle East,the paper lists the important conclusions of intrinsic safety design in the process of project development,and it conducts a comparative study of the differences with domestic offshore projects(which have not implemented intrinsic safety design).And the paper proposes some different practices in HSE of current domestic and foreign offshore projects.This is of guiding significance for the risk assessment and project cost control of subsequent offshore projects in the Middle East.
