摘 要:科技资源优化配置是区域合作的重要内容,也是区域经济社会发展的重要动力。蒙晋冀(乌大张)长城金三角合作区是国家层面的战略合作区,对其背景区域蒙、晋、冀三省份科技协同度的分析具有重要意义。采用熵权法建立研究对象的区域经济协同发展指标体系,投入要素包括科技人力资源、科技财力资源和相应要素,产出要素为知识和经济效应相应要素。在指标体系设立的基础上,通过复合系统协同度模型对有序度和协同度进行测度,从而深入分析蒙晋冀区域经济协同发展的趋势。协同度的测度分析结论可以作为蒙晋冀合作区进行科技资源的优化配置和蒙晋冀合作区融入京津冀科技协同创新系统的重要依据和参考。The optimal allocation of scientific and technological resources is important part of regional cooperation and important driving force for regional economic and social development.The Mongolia-Shanxi-Hebei(Ulanqab-Datong-Zhangjiakou)Great Wall Golden Triangle Cooperation Zone is a strategic cooperation zone at the national level.It is of great significance to analyze the scientific and technological input-output synergy degree of its background region.In this paper,the entropy weight method is used to establish the index system of regional economic coordinated development of the research object.The input elements include scientific and technological human resources,scientific and technological financial resources and corresponding elements,the output elements are the corresponding elements of knowledge and economic effects.On the basis of the establishment of the index system,the order degree and synergy degree are measured through the composite system synergy degree model,so as to deeply analyze the trend of the coordinated development of the Mongolia-Shanxi-Hebei regional economy.The conclusion of the measurement and analysis of the synergy degree can be used as an important basis and reference for the Mongolia-Shanxi-Hebei Cooperation Zone to optimize the allocation of scientific and technological resources and integrate the Mongolia-Shanxi-Hebei Cooperation Zone into the Beijing-Tianjin-Hebei scientific and technological collaborative innovation system.
